Fixed workflows

Sorry for the messy commits, please squash them when merging. I did it all in the github web editor and had some trial and error until everything worked.

• Fixed go dependency issue using actions instead of apt install
• Bumped deprecated v3 actions to v4
• (Optional) Added workflow_dispatch to building Quartz64 images

Feel free to modify this however you like.

Actually the do-release step doesn't work for me rn. Will look into it tomorrow.

Don't worry about the do_release step, that one only runs on pushes including a tag.

I'll look at this soon™ and might just pick the bits from it I feel are warranted, e.g. all the whitespace changes seem like unnecessary noise. Thanks for letting me know though that the workflows currently don't work apparently

Fixed the whitespace changes and did some more touch-ups.

(I left the tab indentation changes, because thats what autoformatting does to the file)

There is much less noise now, hopefully that makes it easy for you to verify the diff and merge or pick whatever you need.
