PR Summary
This is the first attempt to deal with flakey CI tests. The tests touched in this PR are impacted by PSGallery Lucene indexing issues. Tests that expect a minimum of x number of results returned now only expect a minimum of 1. This is because when Lucene issues occur, not all results will necessarily be returned.
