This adds an observer mode. The observer mode is enabled by using the
--observer NCLI argument.Nis the index for the observer peer. The ed25519 node key is derived on the fly from the ed25519 key in the keystore, using the passed index.Each validator is allowed to have
observers_per_validatorobserver nodes. The observer nodes for each validator are added as secondary peers to the p2p network.
