Add complete Ukrainian translation for all frontend locale files and register the uk-UA locale in Nuxt i18n config. Add Ukrainian as a selectable language in appearance settings.

Introduce Ukrainian language support.
This includes complete frontend translations, uk-UA registration in the Nuxt i18n config, and adding Ukrainian as an option in the UI settings.
