This PR creates a comprehensive design-token migration matrix (
design/token-migration-matrix.md) that tracks hardcoded hex color usage across all frontend components. The matrix provides:Supporting changes include design token documentation in
globals.css, updated test coverage inmetadata.test.ts, and accessibility/responsive notes insettings-ia.md. All changes follow WCAG 2.1 AA standards and existing design patterns.
