feat(viewer): add ZoomGestureWrapper and implement wheel-based zooming for PDF viewer

Description of Changes

Adds better zoom handling and gesture behavior in the PDF viewer mainly on preventing unwanted browser zoom and improving test coverage for the custom zoom hook. Zoom on touch screen no longer zoom the entire UI rather only the PDF.
