openapi-to-okf: add package.json + conformance test#11

Adds a dependency-free package.json (npm test -> node:test) and a conformance test that runs the producer against a fixture OpenAPI 3.x spec and asserts the emitted bundle is OKF v0.1 conformant: non-empty type on every concept, relative markdown links (no wiki syntax), and okf_version only in the bundle-root index.md. Keeps our staged producer source in sync with the copy submitted upstream (GoogleCloudPlatform/knowledge-catalog#75).
