Can't resolve custom-tailwind.css

I seem to have started receiving an a github action error when pushing the theme.

Error: Can't resolve 'custom-tailwind.css' in '/github/workspace/assets'

and the app.css does not compiled.

custom-tailwind.css is in the repo so I'm not sure why it can't find it.
