Add test-new-contributors-section.yml GitHub Actions workflow for manual testing of "New Contributors" section extraction from release notes generated by the generate-notes API. The workflow accepts release tags as inputs, extracts the section using awk, reports results, publishes a summary, and uploads debug artifacts.
