Remove ACLED layers; COUNTRY=myanmar

Description

This fixes #issueNumber.

• Remove ACLED layers from layers.json and prism.json
• Add WFP auth flag to prism.json

How to test the feature:

• REACT_APP_COUNTRY=myanmar yarn start
• verify that you land on WFP auth page
• local test required to disable WFP auth and then verify ACLED errors and layers do not appear
