[BUG] : psudo-online Network Issue

Issue encountered

launcher refused to load installed instances whenever a network connection was present but no usable internet was provided

Expected Behavior

immediate load of installed copies of beatsaber, and silently pre-cache the UI for obtaining more versions, threaded of course for performance.

Steps to Reproduce

1. Connect to a network with no internet access
2. Watch as your installed versions list never loads or takes forever to load

Additional Context

I am on Linux Mint 22.3, booted form a PCIe Gen. 4 NVME SSD, it should not be this slow.
