With this, we now allow deploying / registering payloads across all networks in a single script run as foundry now supports multi-chain deployments.
We also split the script for Ink whitelable into two functions: one to deploy payload, and another to generate calldata. This is done to avoid getting calldata before the payload is deployed on-chain.
