Fix workflow configuration preview overflow

Summary

• size task and artifact file browsers from their own container width instead of the browser viewport
• stack the file tree above the preview in narrow drawers and bound the preview flex item
• constrain configuration rows and wrap long agent/environment JSON values
• render a zero timeout multiplier instead of treating it as absent

Validation

• ESLint on the three changed frontend components
• TypeScript: tsc --noEmit
• Production frontend build: next build --webpack

No regression test was added, per request.
