…sing timeout `--concurrent` is a boolean flag that enables more concurrency, not less — the `1` arg was ignored. Also add bunfig.toml with 30s test timeout to accommodate ts-morph's cold-start overhead on slower CI runners. Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>

…tion errors The servers initializer had no explicit stopPriority (defaulting to 1000), so it stopped after Redis (990) and DB (910).
