Description
Update PowerShell from 7.4 to 7.6 LTS across all runner images.
PowerShell 7.6 is the latest LTS release based on .NET 10, carrying 3 years of support. It replaces the previous 7.4 LTS. Ubuntu Slim is also updated from 7.5 to 7.6.

pwsh.versionin toolset JSON files for:Ubuntu 26.04 already had 7.6 — no changes needed.
