What does this PR do?

Aggiunge il supporto i18n in italiano per app e UI:

nuova locale it e rilevamento lingua italiano
dizionari italiani in packages/app e packages/ui
aggiornamento parity test i18n per includere it
glossario italiano e rifiniture lessicali

Inoltre include due fix collaterali necessari emersi durante la validazione:

fix compatibilit� custom-elements.d.ts su Windows
stabilizzazione test e2e su selezione suono none
