This also includes bumping the minimum setuptools version to v77.0.1 to support PEP 639 license expressions.
This is so we can skip F42 that has older `setuptools` in its repos that don't support PEP 639.
This is due to the packaging upgrades that require `setuptools` unavailable in these runtimes.
