Why are the changes needed?
The changes are needed to keep dependencies up-to-date and resolve the issue [Bug] Greetings on PRs do not work #1727
If the changes do not solve the problem, we can add additional permissions similar to actions/first-interaction#10 (comment)
Implemented based on README example.
