Cherry-picks upstream ext-adv-data length fix

Applies an upstream BlueZ 5.87 patch to fix bluetoothd sending extra
bytes with MGMT_OP_ADD_EXT_ADV_DATA, which newer Raspberry Pi Bookworm
kernels reject with Invalid Parameters, breaking advertisement
registration.

Adds a quilt-based local patch pipeline so any patch dropped into
`patches/` is applied on top of the Debian source, and bumps the
package version to reflect the local revision.

Relates to raspberrypi/linux#7473.

Simplifies workflow to build only arm64 packages

Removes multi-architecture Docker build steps and related extraction logic,
focusing the GitHub Actions workflow on building and releasing only arm64
.deb packages. Updates documentation to reflect the single-architecture
build process. Reduces workflow complexity and maintenance overhead.
