The login always completes with an error, although the login does appear to be successful, and I am able to join servers.

There is an access widener applied in the mod, since you mentioned you are running in a dev environment, there may be additional work required to get the access wideners applied?

Perhaps the access wideners aren't working
Although it does let me sign into servers.

Same here. The solution was to copy the access widener entries from the mod to my project. You may need set it up in your build.gradle if you don't have it yet.

Yeah, I just did that... although oddly it doesn't save the token... I have to grant access every time and I'm worried about the microsoft rate limit.
