This PR represents the changes needed to the platform side of the application to accommodate the use of continuous tier values in addition to the discrete tiers used presently.
From what I can deduce so far this will only require the addition of a numeric field on
tier_location_resulttable. This will be used to show location specific continuous tier values. Otherwise the data should maintain the same shape. The discrete integer tier values will still be needed for determining categorical attributes of the tier data. The continuous values will be used to generate new normalized tier values for determining the ratio of the tier glyphs, and for the weighted and normalized scores. I don't believe at this time that the score equations will need to be changed. Just the values will change slightly due to using continuous values.This may change as I work through the data intake and make more realizations of the data structure.
