Update GitHub Actions workflows to use
actions/setup-gov7.0.0 instead of v6.5.0. Keeps the Go setup step current and picks up upstream improvements (ESM migration, cache update) with no workflow logic changes.Written for commit f7e3f27. Summary will update on new commits.
