Add hvp_viral_viz research journal

Extracts the 7 viz-related entries from the parent HVP-LR research
journal into the package directory so the reasoning trail travels
with the code. Append-only going forward; mirrors the parent journal
format (Context / Decision / Why / Evidence / Outcome / Follow-up).
