Add membership criteria section with Must have / May have / Must not have at h3

The membership page lacked any criteria section describing what's required, optional, or disqualifying for C2PA membership.

• content/en/membership/_index.md: Added a # Membership Criteria section between the Apply Now block and member listings, with three ###-level subsections:
  • ### Must have — JDF agreement, mission commitment, working group participation
  • ### May have — domain expertise, existing implementations, contribution resources
  • ### Must not have — conflicting business activities, prior membership termination for cause
