[cli] experiment: refactor/optimize mops toolchain bin command

This PR makes a few minor code changes as an experiment to speed up mops toolchain bin and (indirectly) other commands by caching config and reducing file system operations / command executions.

The performance improvement is very minimal (~0.02 seconds on my machine for the motoko-hamt benchmark), so it's probably better to view this PR as a refactor rather than optimization.

Skipping ensureToolchainInited() and download() results in another ~0.08 seconds of savings, but this appears negligible compared to the overhead of running the Node.js script.
