Move repo to OneBusAway owner

The repo OneBusAway/onebusaway-nyc is defunct. The onebusaway-nyc moved, for the time being, to camsys/onebusaway-nyc. We need to:

1. wipe away the crappy old repo OneBusAway/onebusaway-nyc
2. change the owner of camsys/onebusaway-nyc to be OneBusAway for the proper open source version of onebusaway-nyc
3. then copy/fork it back over to camsys/onebusaway-nyc for the tightly managed and deployable version of onebusaway-nyc actually running in nyc.
