Note: We'll hold a more conservative attitude when bumping this rock to the stable risk, as the ongoing issue canonical/rockcraft#1005 is preventing the rock from properly using the build-packages.

Description
This MR enrolls Java 25 JRE rock for resolute which is the default Java in 26.04.
Note: documentation update will be done in separate PR, blocked on #953
