Adds a safe ordered release queue and the registered casbin-go adapter boundary. Preserves Casdoor doctor and key-path safety behavior while adding queue schemas, Casbin Go workflow research, and regression coverage. Validated with go test, go vet, repository and Skill contracts, PowerShell adapters smoke test, and Bash syntax validation.
