Messed up the bug description. Could the HTTPConnection's communicate() method pass the proxy_mode and static_mode values (in its HTTPServer object) to the HTTPRequest constructor?

Currently, not sure how else to get cherrypy/cheroot to accept absolute URIs. Currently getting 'Absolute URI not allowed if server is not a proxy'.

Is this what you mean? RequestHandlerClass is always invoked with the default kwargs (which is proxy_mode=False, strict_mode=True.
