Second observation: confirming the token cap on fork PRs for pull_request_review.

Mirrors citation-style-language/styles. pull_request_review caps GITHUB_TOKEN to
read-only on fork pull requests -- confirmed twice on #3 here, which got
'PullRequests: read' while the job asked for write -- so the event-driven
version could not label the fork PRs that make up almost all of styles.

A scheduled run gets a real write token and attaches its check to the default
branch instead of to a pull request.
