project-maintainers.csv, per the CNCF Sandbox onboarding checklistitem in cncf/sandbox#481:
Higress was accepted as a CNCF Sandbox project in cncf/sandbox#445.
Source of truth for the project maintainer list:
higress-group/higress/MAINTAINERS.md(added in higress-group/higress#3754).
Maintainer emails will be sent separately to
project-onboarding@cncf.ioas required by the onboarding instructions.
