Adds a Documentation badge to the header badge row and a "📖 Read the documentation →" call to action directly beneath it, both linking to https://commandprompt.github.io/open_pg_tde/.

The README already had a Documentation section, but it sat below Features, Installation, and Quick start. This surfaces the published docs site at the top of the README. No content removed; the detailed Documentation section stays.
