Closes commenthol#481 Adds all Kazakhstan public holidays with Kazakh (kk), Russian (ru), and English (en) translations: - New Year (Jan 1-2) - Orthodox Christmas (Jan 7, no weekend substitute) - International Women's Day (Mar 8) - Constitution Day (Aug 30 through 2025, Mar 15 from 2026) - Nauryz (Mar 21-23) - People's Unity Day (May 1) - Defender of the Fatherland Day (May 7, since 2013) - Victory Day (May 9) - Capital City Day (Jul 6) - Republic Day (Oct 25, active 1995-2009, restored 2022) - First President's Day (Dec 1, 2012-2021) - Independence Day (Dec 16; Dec 16-17 before 2022) - Eid al-Adha / Kurban Ait (Islamic calendar, no weekend substitute) Weekend substitute rules follow Article 85 of the Kazakhstan Labour Code, with exceptions for Orthodox Christmas and Eid al-Adha.
