Summary

  • Adds an Authorship quote block near the top of the README referencing AI_AUTHORSHIP.md (merged in Add AI_AUTHORSHIP.md #6)
  • Expands the License section to name what's covered (proxy, admin API, policy engine, audit pipeline, CLI) and spell out what triggers GPL obligations (embed, link, depend, fork)
  • Documents the workspace-inherited license pattern (license.workspace = true) at the bottom of the section
  • Apache-2.0 → GPL-3.0-or-later migration paragraph preserved unchanged

Similar in tone to the authorship/license sections in the sibling anvil repository, but tailored to Arbiter's components, its workspace-inheritance pattern (anvil uses per-crate declarations), and its Apache→GPL migration history.

Test plan

  • README renders as valid markdown
  • AI_AUTHORSHIP.md exists on main (merged via Add AI_AUTHORSHIP.md #6)
  • Relative link [AI_AUTHORSHIP.md](AI_AUTHORSHIP.md) resolves
  • Relative link [LICENSE](LICENSE) resolves
  • license.workspace = true pattern verified against 14/14 non-root Cargo.toml files

🤖 Generated with Claude Code

Adds an authorship note near the top referencing AI_AUTHORSHIP.md, and
expands the license section with the scope of GPL coverage and the
workspace-level license-inheritance pattern. Apache-2.0 migration note
preserved.
