…ation Reverts the 12 commits of PR #72. The feature merged before the planned physical device pass (Bluetooth transitions, reboot, process kill, Shizuku loss, permission revocation, GrapheneOS latch); it returns via a follow-up PR once that verification has run.

What changed
Takes the conditional charge rules feature (#72) back out. It merged ahead of the planned on-device verification pass; no user-facing behavior remains from it after this revert. The feature returns via a follow-up PR once it has been tested on hardware.
Technical Context
git revertof the 12 rebased commits (81c6836..e1eb7b0); the resulting tree is byte-identical to pre-merge main (verified with an emptygit diffagainst81c6836).
