Fix: debug panel visible during loading

Pull Request Description

• Fixed debug panel during loading, but setting base panel visibility style to non, and making it visible again when everything is loaded properly.

What does this PR change?

Fix for #4378

Test Instructions

Run the build and check if debug panel is visible as seen on a attached video from a [ticket]((#4378).

Test Steps

1. Run the build
2. Debug panel should be invisible

✅ Verified on Windows and Mac.

QA Approved: The debug panel no longer shows up during loading — confirmed it's hidden as expected. I also checked that if you launch with debug mode enabled, the panel still appears correctly after loading. All good from my side! 🙌

QA Approved after retesting the latest changes:
The debug panel no longer flashes during loading — confirmed it stays hidden until the app fully loads. Also confirmed that when launched with debug mode, the panel shows up correctly post-load.
