docs: remove competitor and roadmap content, fix for 0.2.0, add CLA - #27

- CONTRIBUTING.md: add a Contributor License Agreement section; reword the contract policy to survive 0.2.0
- CLAUDE.md: drop the obsolete Pre-Phase-0 gate and BUILD-PLAN dependence; inline the exit-code table; update to decibri 5.0.0 reality and current squash/CLA/no-roadmap conventions
- SECURITY.md: update supported versions to 0.2.x; remove the roadmap line from known limitations
- README.md, SECURITY.md: correct release verification docs, the provenance attestation covers the extracted binary, not the archive; the checksum manifest is not signed
- npm/decibri-cli/README.md: version and hygiene fixes
- issue templates: drop roadmap references, update version examples
- tests: remove assertions referencing never-shipped planned flags
- tests/version_parity.rs: fail cargo test if the crate and npm wrapper versions diverge
- CHANGELOG.md: 0.2.0 documentation and test entries
- remove em-dashes across all committed files outside workflows
