Changed the dual-graph cache's eviction policy in the API server, which should significantly cut down memory usage.
Implement the evaluation API endpoints. Add all the partisan metrics Add a class EvaluationContexts to be used as inputs for metric calculation Add a db table to cache county level demographics, and adding a singleton cache IdealForEguia to store the state ideals for eguia_county calculations.
