Consider splitting the "test_individual_pkgs" test in CI into multiple jobs

We could probably split it into N different jobs by messing about with CIRCLECI_NODE_INDEX. E.g. if PACKAGE_N % CIRCLE_NODE_TOTAL == CIRCLECI_NODE_INDEX or whatever.
