SGTM, I went through most of it, but its dense, esp in state_transition that I think we should merge it and see if it passes the new tests. I'm pretty sure it will

Note, it can pass all the tests in the https://github.com/ethereum/execution-specs/releases/tag/tests-glamsterdam-devnet%40v7.1.0, except for the changes made in the #35342, the test fixture needs to be updated |
