Loosen version restriction on CUDA_Runtime_Discovery in preparation for JuliaGPU/CUDA_Runtime_Discovery.jl#15 being merged.
This change and the corresponding changes in CUDA: JuliaGPU/CUDA.jl#3080 are necessary for making AOT compiled MadNLP more portable.
