• mark the 0.0.19 release evidence ledger as completed release proof
• record the live npm smoke result and public release workflow evidence
• keep the closeout limited to the release evidence doc

Notes

• one full-suite run hit an existing timing-sensitive tests/ops-browser-manager.test.ts assertion on a 30000 vs 29999 timeout argument
