BurntSushi renamed the repo biff -> bttf, so the source archive (and our gs://minimal-staging-archives mirror) now has a `bttf-<version>/` top dir. build.ncl still expected `biff-<version>`, so extraction failed with "strip prefix error: prefix not found" and biff FTBFS'd — which sank this whole stacked bundle's `minimal build` check. The old 0.1.1 mirror predates the rename, so it built fine. Verified locally: biff 0.1.4 builds green (exit 0) with the corrected prefix. Co-Authored-By: Claude Opus 4.8 <noreply@anthropic.com>

The strip_prefix fix (5614aa0) got extraction working, but the clean buildbot then failed at `cp target/release/biff`: upstream renamed the crate/binary too, so cargo now emits `target/release/bttf`. Copy that binary under the package's `biff` command name (matching the usr/bin/biff output glob). Verified in a clean build: usr/bin/biff is a 43M aarch64 ELF (the real bttf datetime tool) — checked the actual output tree, not just exit 0. Co-Authored-By: Claude Opus 4.8 <noreply@anthropic.com>

replace_on_cyclein their build.ncl, sothey participate in the toolchain rebuild graph and one hash change
cascades through the set. Bundling ensures the cascading rebuild
lands as a single unit, even when only one package is bumping —
avoids back-to-back full rebuilds from singleton PRs.
