Enabled Go caching in the `docker` job of `checks.yml` by removing `cache: false`. Added a `zizmor` configuration file to ignore the `cache-poisoning` warning for this workflow, and updated the `zizmor` workflow to use this configuration. Enabled Go caching in the `docker` job of `checks.yml` by removing `cache: false`.
