This change simplifies the internal structure of ProcStateRangeQueryEngine by using a single PartialInfoQueryEngine instead of a union of TernaryQueryEngine and RangeQueryEngine; this should also make the analysis slightly more powerful. PiperOrigin-RevId: 947159475
