Upgrades the Maps KTX and Maps Utils KTX dependencies to the 7.0.0-rc1 release candidate. Updates `MyItem` in `MarkerClusteringActivity.kt` to correctly override the Kotlin properties (`position`, `title`, `snippet`, `zIndex`) introduced in Android Maps Utils 5.0.0. Additionally, configures `settings.gradle.kts` to conditionally include `mavenLocal()` when the `USE_MAVEN_LOCAL` environment variable is set to `true`.
