Closes #72, #77 and succeeds #79, #78, #76 and #74.
It also updates tox releases to those supported by Django and upgrades the deploy to Djang 1.11 - as you really don't want to be deploying anything less. Django 2.0 tests are enabled but allowed to fail, for now.
