This builds on #38075 and is extracted from #37886, refactoring the
DiskSizeConfigrationModalused in the Database Settings -> Disk Management section and the Project -> Reports -> Database page.It replaces
yupwithzodand all deprecated UI components except foruseProjectDiskResizeMutationwhich I'm not sure what to use instead. It now self-contains it's trigger and permissions checking, so it's usage is now just a one-liner.Because this is branched off of #38075 it will remain in draft mode until that branch is reviewed and merged.
