Description

Adds a test in CI that verifies the HTTP venv coverage is good, and closes the remaining gaps to achieve unit tests with no external network connectivity.

Required implementing our own BitBucket go-getter Detector. Also required updating some catalog tests that were operating against a remote catalog to ones that operated against a local Git server, and build tagging some OpenTofu/Terraform tests.
