Consul: Certificate expiration telemetry

Description

This PR updates the Consul v2.0.0 documentation to support new certificate expiration monitoring capabilities. This changes include a new HTTP API endpoint, a new configuration block in the telemetry stanza of a Consul agent configuration file, and output that is ingestible by Prometheus for additional monitoring support.
